So about a year ago I went to my derm because I had white patches on my elbows, and eventually they did a biopsy. The biopsy came back negative for anything so my dermatologist told me to just wear sunscreen because they're aging spots caused by sun. About 1 month ago I went to the doctor again because it was just getting worse!! And they told me I had to do a biopsy and I told them I had done it and it was negative. I don't know why this happen but I refused to do another because of a horrible scar left behind from the first.
My birthday is in a week and I live in FL, I wanted to go to the Beach but I am so scared to. Is it ok even if it's for a little and I wear lots of sunscreen?

Yes, you can! You just need to be more careful and understand as your skin tans, your white patches will be more pronounced. There is really cute swimwear with UPF 50+ sun protection. They don't have sexy bikinis, think more along the lines of Sporty Spice. These two stores my favorites:
Wear a hat and sunglasses - bring out your inner diva. And, lots of sunscreen. I like Sun Bum products. I discovered them in a surf shop in Santa Barbara, CA. The work and smell great. Try the Key Lime lip sunscreen, yum.
